Job Summary

Growth within a city is more than just about people and property. The Fort Collins City Clerk's office is preparing to embark on a technology system implementation that will support the City Clerk's important responsibilities in the City Council's legislative process. We are seeking an Analyst I, Business Systems and Elections who will serve as project manager for the selection, development, and implementation of this system as well as interface with IT and other teams to ensure the system supports critical functions and business needs across the organization relating to the Council process.

The Analyst I, Business Systems and Elections will be a bridge between technology and the people processes within the City Clerk's office, tech-savvy with systems, cross-departmental software, and general databases. The development and implementation of additional systems will continue to be part of the work of the Clerk's Office and this role into the future, as the work of the office spans five major programmatic areas all with distinct technology and process needs. Election administration is one of these program areas that will also be a particular focus for the incoming Analyst, in helping serve as a liaison with the City's IT team as well as external partners including Larimer County. A background in project management and solid general knowledge of relevant software are more important than expertise in certain technologies.

The City Clerk's office is an integral part of the City of Fort Collins; much of the work they do keeps the local government operating. Records management, elections support, tax and revenue collection, financial reporting, and strengthening connections between the public and city officials will be improved by the implementation of effective technology tools with the leadership of the Analyst I. This position reports to the City Clerk but operates across teams in multiple departments. Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.
  • Administers and supports City Clerk's Office technology systems, including data configuration and validation, troubleshooting and end-user support. Includes modifying or implementing technology options to solve problems considering technology limitations.
  • Performs project management role in organizing and facilitating IT projects such as the implementation of specialized programs in the Clerk's Office, including researching alternative solutions, developing procedures and redesigning services to ensure continuous improvement and maintaining consistency.
  • Works with vendors and others as a liaison to maintain line-of business applications and associated software.
  • Develops documentation for using systems in the Clerk's Office as well as documenting and implementing policies and procedures across the office.
  • Develops specifications and negotiates contracts with vendors; maintains software maintenance contracts.
  • Analyzes departmental data and information using statistical methods through the development and support of data interfaces and reports that pull information from a variety of systems in support of various business functions.
  • May recommend, develop, design and/or implement databases.
  • Processes petition initiatives and updates database and voter registration information; Secures temporary help and sets up their access to computers, provides instructions for staff/temps for processing petitions, spot reviews for accuracy and maintains a spreadsheet of results.
  • Administers campaign finance program, annually setting up databases, providing training, processing incoming reports and complaints, and performing audits at the end of every election season.
  • Maintains the election-cycle calendar to ensure compliance with all deadlines, assignments and activities related to even and odd year elections.
  • Maintains Elections Policies and Procedures manuals and other training materials to ensure compliance with all federal, state, and local laws and rules.
  • Performs, oversees, and supports other duties with the City Clerk's Office.
  • Modifies and composes written materials for a range of mediums, including editing and proofreading.
