General Description / Primary Purpose:

Reporting to the Associate Vice President and Chief Compliance and Ethics Officer, the Clery Act Compliance Manager is the coordinator of the University's Clery Act compliance program, working collaboratively with various offices at the University to ensure the institution's compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act and associated regulations.

Job Function:

-Serves as the institution's designated "Campus Safety Survey Administrator" (as that term is explained in U.S. Department of Education correspondence) and submits annual crime and fire statistics to the Department of Education, as required.-Leads preparation and publication efforts related to the Annual Security and Fire Safety Report.-Ensures notices announcing the availability of the Annual Security and Fire Safety Report are properly developed and available to current students/employees and prospective students/employees.-In conjunction with the applicable offices, develops and implements Clery Act required policies and programs.-Gathers crime and disciplinary referral data from various internal and external sources, such as Student Affairs, local law enforcement agencies, state police, and international agencies.-Works with the appropriate University Departments to identify and notify all Campus Security Authorities (CSAs) for the institution and maintains a list of them for each academic year.-Sends annual request for crime statistics to all CSAs each year.-Provides, facilitates, and/or coordinates training for institutional CSAs and key institutional stakeholders on Clery Act requirements.-Consolidates relevant data from these sources with information and policies from across institutional departments.-Coordinates with the appropriate campus departments to ensure compliance with HEA Fire Safety Regulations, "Emergency Notification" requirements of the Clery Act, and the Drug Free Schools and Communities Act, and the Violence Against Women Reauthorization Act of 2013, and any associated regulations.-Works with University Police Department Records Division to ensure proper classification of crime incident reports; reviews incident reports and assigns the proper Clery crime category on a daily basis.-Coordinates with sworn and non-sworn personnel to ensure that the disposition of all crime reports are updated within 60 days to ensure Clery compliance.-Participates in management of the institution's Timely Warning program.-Collaborates with appropriate facilities units to ensure that at least one test is completed each year that includes all required components to meet the HEOA definition of a test.-Coordinates with Administration & Finance and Academic & Student Affairs to maintain an accurate list of buildings and properties owned and/or controlled by the institution and/or recognized student organizations.-Ensures compliance with the daily crime and fire log requirements.-Serves as the Records Custodian for all Clery Act-associated records and ensures the institutionmaintains accurate records on security awareness and crime prevention programs and presentations.-Establishes Clery Act compliance programs at each separate university campus (if applicable).-Works with the Counseling Center, Victim Advocate, and Student Health Services to gather statistical data related to crimes disclosed to those offices.-Serves as the co-chair (along with the Chief of Police) of the Clery Act Committee.-Stays abreast of pending and final changes to the Clery Act and other laws or regulations affecting Clery Act provisions.

Required Qualifications:

This position requires either (a) Master's degree from an acceptable accredited institution in a directly related area of specialization and one year of experience directly related to the job functions; (b) Bachelor's degree from an acceptable accredited institution in a directly related area of specialization and three years of experience directly related to the job functions; or (c ) 7 years of direct experience.

Preferred Qualifications
Bachelor's Degree in Communications, Criminal Justice or Emergency management or related field.

Preference given to candidates that possess previous experience with Clery Act compliance; completion of Clery Act training; attainment of National Association of Clery Compliance Officers and Professionals (NACCOP) Clery Compliance Officer Certification; Familiarity with Title IX and associated federal requirements; three years or more of work experience with an institution of higher education.Exceptional ability to communicate well and work with diverse groups. Ability to record and edit training programs for distribution through a variety of methods.

Campus Security Authority
This position has been designated as a Campus Security Authority (CSA). This position has been designated as a CSA because it involves significant responsibility for student and campus activities and/or responsibility for campus security. As such, any person in this position must report to the University Police Department a crime or an incident that might be a crime that he/she becomes aware of. This position has a reporting requirement because the University believes that responsibility for students, campus activities and/or campus security will make the holder of this position someone members of the University community will see as an authority figure and someone to whom they can seek help. A CSA is not expected to investigate or determine whether a criminal incident actually took place. A CSA's responsibility is a duty to report. All positions designated as CSAs are required to complete an online or in-person training session.
