The State of Nebraska, Department of Health and Human Services is seeking a Clinical Services Administrator within the Division of Behavioral Health.

Across multiple complex units within the DHHS Behavioral Health Division, the Clinical Services Administrator provides clinical expertise in adequately analyzing, developing, and monitoring the behavioral health system and improving the delivery of clinical services. The position provides administration, including budgets, to develop and monitor fidelity to evidenced based practices. It assists in completing utilization management reviews and management of appeals and helps to bring the DBH into compliance with federal, as well as state planning and funding requirements. The role provides critical clinical insight into DBH operations, funding opportunities, and enhancement of statewide behavioral health outcomes.

Hiring Rate: Starting pay rate $34.600 per hour, increase to $36.330/hour after successful completion of original probation.
Examples of Work
As the Clinical Services Administrator you will:

• Administer a statewide community-based delivery system, inclusive of identifying and overseeing implementation of new Evidence Based Practices (EBP) for treatment of mental health and substance use services.

• Provide clinical consultation with partners including the regional behavioral health authorities, Divisions of Medicaid & Long-Term Care (MLTC), Developmental Disabilities (DD), Children and Family Services (CFS) and Public Health (PH) as well as the Administrative Office of Probation.

• Provide supervision to DBH Quality Improvement and consumer coordination staff.

• Apply clinical expertise in determining outcomes of provider/consumer appeals brought before the Division to settle issues and bring appeals to favorable resolution.

• Provide clinical expertise on grant initiatives, service referrals, service definitions and quality improvement initiatives.

• Under direction, help review and improve flow of services out of the Regional Center; implement monitoring protocols related to outcomes; develop utilization and service criteria, and review data related to lengths of stay and wait lists.

• Work with regional authorities, partners, and providers to develop and implement mechanisms to uphold fidelity to the monitoring process for clinical programs such as Assertive Community Treatment (ACT) programs, Peer Support, Crisis Intervention, Supported Employment, and other behavioral health services.

• Administer clinically related grants and contracts associated with DBH partners

• Develop and implement state-wide service definitions of significant impact to behavioral health operations in the state and uses critical judgment to resolve problems and direct efficiency initiatives.
Qualifications / Requirements
REQUIREMENTS: Bachelor's Degree in public administration, social work, human development, public health, behavioral science, law, finance, human resources or other program related field AND four years of experience in a field related to the assigned program area including supervisory experience; OR a Master's degree in any of the above mentioned fields and two years commensurate experience. Equivalent experience or coursework/training may be substituted for the educational requirement on a year-for-year basis.

PREFERRED:
• Master's degree in psychology, social work, counseling, or related field.
• Current professional license in a behavioral health professional field.
• Experience implementing and/or oversight of Evidence-Based Practices.
• Experience supervising a diverse team of professionals.

OTHER: Valid driver's license or the ability to provide independent authorized transportation.
Knowledge, Skills and Abilities
Knowledge of:
• Federal and state laws relevant to behavioral health services in Nebraska. Knowledge of behavioral health conditions and diagnoses.
• Quality assurance/improvement principles and analytical methodologies.
• Strategic planning and resource allocation including coordination of available human resources.
• Budget principles and practices.
• State regulations and state-defined service definitions for behavioral health services within the public behavioral health system.
• Direct behavioral health service provision, cross-cultural communication, and urban, rural and frontier service delivery for mental health and substance use treatment services.

Skill in:
• Communicating information and application of logic and reasoning to identify complex problems, evaluate options and implement solutions.

Ability to:
• Interpret agency/division policies and procedures.
• Formulate objectives and assess progress. Ability to respond to changes in direction and priorities in a timely manner.
• Perform high-level analysis and formulate approaches to major problems.
• Exercise judgment, decisiveness, and creativity in unexpected situations.
• Establish and maintain working relationships with Division staff, external partners, service providers and consumers.
