General Summary

Across the country, governments, employers, and American families have struggled in the face of rising healthcare costs. Efforts historically have targeted narrow programs and patient populations, and while many have succeeded, healthcare costs continue to rise. It's time to take a radically different approach. A new approach involves putting the patient at the center with the goals of improving value and providing better outcomes at lower cost for patients. The Population Health Management (PHM) department at Mass General Brigham is charged with the challenge to drive better value for patients across Mass General Brigham. To achieve its goals, PHM leverages financial and clinical data to examine opportunities, designs and delivers innovative care models using product development and design thinking disciplines, and leverages problem solving, teamwork, and leadership skills to drive ongoing improvement.

Reporting to the Vice President, Clinical Product Development, the Consultant for Population Health Management, is responsible for helping Population Health Management and the Mass General Brigham broader health system solve issues, create value, and improve business performance. This role will also contribute to the design and development of new clinical solutions to deliver value for the delivery system, healthcare purchases, and populations under management. The new clinical products will also be commercialized through the health plan, MGB Health Plan, and serve as a key vehicle for growing the health plan. The Consultant will work with a high level of independence and accountability in a matrixed team. They will be responsible for conducting market and competitive intelligence research, building financial models, forming business cases, informing strategy for value-based care, and designing and developing clinical solutions from ideation to bringing them to market.

The Consultant is involved in multiple projects that answer broad questions about our current Population Health initiatives and develop strategies and financial analysis to assess the feasibility of new opportunities. Strategy and new clinical products may be implemented throughout the MGB system or made available to other companies. The clinical products developed for MGB Health Plan will be a central part of the future revenue plan for them.

Principal Duties and Responsibilities

Develop Business Case and Strategy
• Build business case for new opportunities substantiated by consumer research, market scan, competitor review, financial modeling (P&L) to size the opportunity, project revenue, margin, risk contract, or value based care performance, estimate of investments, and build-up of operating budget
• Develop business cases for clinical solutions to roll out at Mass General Brigham (plan or provider side) and commercializable opportunities outside of Mass General Brigham
• For commercialization opportunities, develop go-to-market channel strategies
• Engage and align with business related leaders throughout the strategy and product design process
• Produce and effectively communicate executive-level presentations to gain buy-in from key stakeholders
• Work as part of a team to produce periodic analyses, highlighting findings that would potentially impact strategic planning efforts
• Provide support in developing strategic recommendations to aid decision-making by senior management
• Develop key performance indicators to measure the success of the project

Frame and Conduct Financial Analytics and Modeling
• Develop financial models to value population health clinical solutions
• Develop scenario modeling using claims-based, clinical and other types of data showing risk and financial return in value-based care and fee-for-service margin based businesses
• Develop pricing models for commercializable new clinical products
• Develop build vs. buy and partnership analyses, profit and loss modeling, and return on investment calculations to help assess opportunities and risks
• Develop frameworks and approach for performance management and define KPIs
• Develop key business questions to frame analytics and support strategic decision-making
• Gain and maintain knowledge of internal and external data sources

Human-Centered Designed based Product Development - Discovery, Design, Implement, Launch, Lifecyle Review
• Lead and manage a disciplined product development process that is phase-gated to ensure new clinical solutions are desirable (meet consumer needs), viable (financially sustaining), and operationally feasible
• Purpose-build clinical solutions that solves an evident need for targeted customers that also achieves Mass General Brigham's value-based care performance goals
• Take a human-centered design approach to insert the voice of the customer throughout the product develop process to test and validate clinical solution concept, design, build, implement, and launch phases are well-validated by customers
• Actively project manage entire product development process by creating and managing effective workplans with key milestones and timelines and driving team towards completion
• Engage with operations and other key stakeholders (clinical and non-clinical) in change management with key stakeholders
• Using human centered design to lead visioning exercises, workshops, etc. to create wireframes, design mockups, prototypes, and customer journeys to effectively conceptualize new product initiatives and features
• Work with key stakeholders in operations and digital to operationalize and implement, including development of workflows, KPIs, and training materials
• Test and validate new products
• Develop and execute go-to-market strategy
• Oversee product launch and manage post go-live reporting and communications
• Develop and manage communication with stakeholders

Foster relationships with customers and stakeholders
• Develop and maintain relationships through strong interpersonal skills, clear communication, listening and accountability
• Nimbly move between projects, keep key stakeholders informed and confident of the process
• Present ideas, concepts, policies, programs, data, and analysis to various central and local audiences to build consensus on PHM initiatives in collaboration with Program Leadership
• Develop effective relationships with PHM leadership, network leaders, physician leaders, vendors, and Partners staff
• Assist with special projects on behalf of PHM management

Qualifications
Qualifications
Required:
• Bachelor's degree required, preferably in business, or related field
• 4 - 7+ years of experience in product design or development, consulting, financial analysis, strategic planning, or related field
• Experience with sizing business opportunity, financial modeling, new business development
• Experience using financial, market, and/or clinical information to build business case analysis and presentation required
• Strong project management and organizational skills
• Executive-level ready communications skills, and modify communication style to fit the audience (succinct, detailed, etc.)
• Strong listener and team player
• Proficient with MS Office Suite, including excel
• Competence in SQL, Tableau or similar programs preferred
Preferred:
• MBA or MPH strongly preferred
• Experience with product development and design preferred
• Business minded, problem solver, and creative
• Experience in consulting, product design and building, product commercialization, and/or health care operations
• Health care experience preferred
• Experience with human centered design
• Experience in facilitating design thinking and product development discussions
• Comfort with Agile approach to project management or similar methodology preferred
• Experience with collaboration tools like Mural, Miro, etc.
• A combination of education and experience may be substituted for requirements

• A hybrid work model, with at least one day on-site
• Professional office setting located in Assembly Row, Somerville, MA. Requires travel locally to other Mass General Brigham sites.
• Minimal travel to Regional Service Organizations (RSOs), practices, and hospitals within the network
