Job Summary

Provides leadership for Payroll Services for the District; performs various tasks in support of the College's overall accounting system; processes payrolls and ensures proper payment and deductions; ensures proper payment of payroll vendors; makes sure expenses are properly made in the general ledger; reconciles the payroll general ledger accounts; processes all quarterly reports such as 941 and AZ-QRT; processes W-2's; completes all fiscal year-end processing for payroll such as wages payable, compensated absence report, and pension reports; processes all payroll system setup, modifications, and calendar changes; implements new and/or modifies current payroll system; and manages/mentors assigned employees.

Responsibilities

ESSENTIAL FUNCTIONS:

  • Oversees payroll processing such as review of balancing, report generation, uploading of NACHA, and invoice journals; researches and makes related corrections; balances quarterly and year-end information; and reconciles payroll general ledger accounts.
  • Administers the Campus Nexus Finance - Payroll Module including: timely generation of payroll for all District employees; administration of withholdings for taxes, social security, unemployment insurance, retirement, and medical benefits; calculation and processing of levies, garnishments, advances, and other adjustments as needed; and maintenance of tax, salary and health benefit rates in the system.
  • Oversees District time reporting and leave accounting system including sick, vacation, and, personal leave accruals in accordance with District policies and procedures.
  • Evaluates Campus Nexus Finance Payroll System services and resolves technical problems and questions presented by staff and students; ensures that all module updates and process changes to payroll system are vetted and working properly; conducts tests; identifies challenges tied to departmental processes and creates solutions; and streamlines processes to improve effectiveness, efficiency, and staff/student satisfaction.
  • Conducts payroll review of contracts for general ledger accuracy.
  • Provides personnel management for the Payroll Department including hiring, orientation, performance evaluations, coaching, and personal and professional development; monitors customer service for continuous improvement; and develops and updates processes and procedures to ensure duties and responsibilities are executed in accordance with District policies and procedures, generally accepted accounting principles, and other appropriate laws and regulations.
  • Compiles and analyzes financial and statistical data for budgeting and auditing purposes; reconciles and prepares journals; prepares and provides financial reports for users, auditors and other external agencies, including mandated federal and state payroll tax reporting and annual issuance of W-2's; and ensures compliance with federal and state regulations.
  • Supports recruitment and retention of students.
  • Provides training to staff and students so they can properly use payroll system and generate accurate paychecks and records.
  • Manages other related projects, mainly ones that are budget related.
  • Researches like organizations and current themes and actions related to payroll processing in higher education.
  • Performs other duties commensurate with functions and level of position or as assigned.
  • Qualifications

    EDUCATION: Bachelor's degree.

    EXPERIENCE: Six (6) years of applicable experience.

    SPECIAL POSITION CONDITIONS: Some travel in the campus service area will be required using own means of transportation. Some evening and weekend work will be required to support campus and community activities.

  • Skill in proofing a variety of financial transactions, verify accuracy, match against documentation, code to proper accounts, prepare necessary forms, post transactions, reconcile balances, and generate a variety of financial reports.

  • Ability to apply a variety of management and leadership techniques including developing and implementing new workflow strategies and procedures to ensure effective and efficient operations.
