Basic Function

The individual in the Environmental Engineer position at the LyondellBasell Matagorda plant, located south of Bay City, TX, is responsible for environmental compliance with state and federal regulations and with environmental permitting. This is a multidimensional position with responsibilities for air, water (wastewater, drinking water), and waste (storage and disposal) environmental requirements. The individual will interface with a diverse group of customers, including process and project engineering, operations, maintenance, plant management, corporate environmental and outside regulatory agencies.

Roles & Responsibilities

• Maintain ownership of environmental programs.
• Interact with plant personnel to ensure a consistent understanding of regulatory requirements.
• Interpret and communicate regulatory requirements, effectively identifying solutions when rule ambiguity exists.
• Serve as technical subject matter expert in federal, state and local environmental compliance.
• Liaison with regulatory agencies during inspections and for regulatory reporting.
• Complete and submit environmental reports and records to local, state and federal agencies.
• Develop and maintain environmental management systems.
• Maintain robust record keeping system (electronic primarily) that provides clear documentation of basis for permits, calculations, and agency correspondence per regulatory and company requirements.
• Provide support to maintain site compliance with permits and environmental regulatory requirements.
• Support Operation Clean Sweep program for the site and be a mentor to the Lead.
• Work with other South Texas Polymers Environmental Engineers on aligning processes across the three plant sites.
• Plan and complete work that has a positive impact on worker health and safety.
• Must be able to multi-task and manage multiple HSES requests on day-to-day activity.
• Maintain Air Permits and regulatory compliance for site - this includes at a minimum:
o Responsible for preparing and submitting amendments, renewals and alterations to NSR and Title V permits.
o Responsible for submittal of Permit By Rule Registrations and Standard Permit Applications.
o Ability to manage consultants for outsourced permit steps (i.e., ambient air dispersion modeling). Work to obtain permits with maximum operating flexibility that accurately reflect unit operating constraints.
o Works with Operations and Technical Engineers to ensure the new permit conditions are acceptable to operating units and necessary systems are set up to comply with any new permit conditions.
o Use of site Change Management process for documenting changes in permits, regulation and systems required for regulatory compliance.
• Lead the site efforts to be in compliance with MON RTR requirements prior to the August 2023 deadline.
• Develop and maintain process to review (expense and capital) projects and Long-Range Capital spending plan to identify the need for permit actions as early as possible.
• Identifies, initiates and develops projects that improve environmental performance.
• Reviews environmental performance data and initiate continuous improvement activities.
• Serves in On-Call rotation for HSES needs during non-business hours.
• Represents the site in trade organizations and best practice groups.
• Manage incident reporting and investigation process for the site.
• Backup to Health, Safety & Security team, so working knowledge of health, safety and security procedures will be required.
• Present HSES topics to new employees and others as needed.

Min. Qualifications

• B.S. in Environmental Engineering or Environmental Science degree is required.
• Minimum of 4 years relevant environmental experience in refining or petrochemical facility is required.
• Experienced in air, water and waste regulatory requirements.
• Experience with Texas environmental permitting process from application to permit issuance.
• Must be able to establish long-range plans with interim milestones for permit projects.
• Must be able to effectively communicate permit progress to key stakeholders.
• Must be organized and meticulous at documenting the basis for permits.
• Demonstrated experience representing a company to regulatory agencies.
• Excellent written and oral communication skills with the ability to effectively communicate at all levels of the organization.
• Ability to understand Petrochemical processes and equipment, base knowledge of chemistry and math.
• Microsoft Suite skills with an emphasis in Excel.
• Have the ability to organize and prioritize work, facilitate meetings, give presentations and have strong aptitude to utilize technology to bring efficiency to the compliance management systems.
• Be able to foresee problems, identify proactive measures that can be taken and have the capability to plan the work and execute the work.
• Own decisions and outcomes.
• Must be able to work as part of a team.
• Provide great customer service to internal and external customers.
• Occasional travel to Austin, TX may be required for meeting with Texas regulatory agency.
• Must be TWIC certified or be able to obtain.
