The CSRM Environmental Manager reports directly to the EHS Director. The Environmental Manager is responsible for implementation of company policies related to all environmental media, including air, stormwater, groundwater, solid waste, and/or hazardous waste.

The Environmental Manager maintains compliance with all applicable federal, state, and local environmental laws, standards, and permits and has responsibility for maintaining facility compliance with applicable environmental permit conditions for the Steel Mill (the Mill) located in McMinnville, OR and the steel products distribution center located in El Monte, CA.

DUTIES/RESPONSIBILITIES

  • Supervise the Environmental Specialist located at the Mill. Manage their day to day activities and provide development opportunities. Additional personnel management tasks include routine Human Resources functions such as employee time keeping, goal setting, performance reviews, compensation and conflict resolution.
  • Maintain and improve the Environmental Management System (EMS) under ISO 14001.
  • Project Management for environmental projects, including coordination with regulatory agencies, other responsible parties, affected 3rd parties, and legal counsel.
  • Interface and negotiation with regulatory officials regarding company compliance programs for CSRM’s operations.
  • Preparing reports, records, and plans required by regulatory permit, plan, or
  • Support planning, design, installation, and operation of pollution control
  • Develop and deliver training programs for all CSRM employees
  • Infrequent front line immediate environmental emergency responses to incidents, spills, releases, and accidents. Incident response duties may include any geographic region in the company
  • Providing appropriate notifications to management and regulatory agencies
  • Performance of research, site investigations and remediation projects related to due-diligence activities and other identified environmental issues

ESSENTIAL FUNCTIONS
  • Operational Performance & Best Management Practices
    • Develops programs and tools to prepare and appropriately maintain high quality environmental records and reports.
    • Ensures incident analyses (i.e. Root Cause Analysis) and associated investigations are completed in order to implement necessary corrective Review’s incident response efforts with facility staff to assess appropriate follow up actions and opportunities for improvement.
    • Assists in efforts to achieve specific waste reduction/minimization at CSRM
    • Collects, evaluates, and disseminates pertinent information relating to environmental compliance requirements and maintains appropriate reference files.
    • Advises Environmental and Operations leaders concerning CSRM’s environmental objectives and assists in determining and implementing corrective actions to ensure consistency in company regulatory compliance efforts.
    • Provides oversight and management of work performed by various consultants and contractors, as well as coordination with both in-house and outside legal counsel.
    • Plans, conducts, and/or supervises consultants completing environmental research or other project assignments.
    • Performs other related duties as assigned by environmental operations
  • Budgeting & Forecasting
    • Manages environmental vendor contracts and
    • Prepares in-house project proposal briefings and cost estimates for future work for management
    • Establishes departmental and project budgets for management
  • Internal Controls
    • Supports the Company’s Internal Control process which includes understanding, communicating, and complying with defined internal controls as well as suggesting and making modifications to the policies, procedures, and controls to better relate to the business.
    • Communicates upward problems in operations, noncompliance with the company’s Code of Conduct, or other policy violations or illegal actions.

PHYSICAL DEMANDS
  • Climbing:   Ascending or descending stairs on a daily basis. 
  • Stooping/Kneeling/Crouching:   When needing to access office /plant materials or equipment or while collecting/recording data.
  • Standing/Walking:   On a daily basis, within office building as well as outdoors or within manufacturing plant.
  • Reaching:   To retrieve office supplies and equipment or testing equipment and conducting field sampling related activities.
  • Pushing/Pulling/Lifting:   To move items within the office environment. Ability to life and carry up to 20 pounds frequently, and up to 50 pounds occasionally.
  • Grasping:   To move papers, files and office supplies or to write.
  • Repetitive Motions of the hands/wrists/fingers: To perform office duties such as keyboarding, 10-key, telephone dialing, filing of documentation or operations of copier/fax machine. 
  • Sitting: Many duties are performed while sitting at a desk.
  • Mobile: Continually. Operate an automobile, be mobile to travel frequently by auto or airplane to local and regional locations.
ENVIRONMENTAL

Office and active field working environment including collection of samples for testing, general information gathering, and project management at various locations. It is necessary to be able to walk/climb in an active industrial yards with uneven surfaces and to out-of-the-way areas. Must be comfortable with heights. Occasional exposure to inclement weather conditions and travel is required.

Sometime involved in environmental issues at sites owned/operated by joint ventures and/or sister companies. Regional and domestic travel required. Position may have to respond to urgent situations on off hours and/or weekends and holidays.

MINIMUM QUALIFICATIONS
  • Bachelor’s degree required, Master’s degree preferred, with preference for engineering or science background including environmental science, chemistry, geology or biology. A Master’s degree is beneficial, but not required.
  • Minimum of 7 years experience in environmental management in manufacturing operations Preference for metal recycling industry
  • Sufficient environmental compliance knowledge and experience in the States of Oregon and This experience must be current within the last 5 years.
  • Experience working within a certified Environmental Management System (ISO 14001 or similar) required.
  • Professional environmental certifications preferred (PE, RG,CEM,CHMM, or similar).
  • Knowledge of local, state, and federal environmental programs and regulations with approved sampling techniques and procedures.
  • Strong analytical, interpersonal, written, and oral communication skills required.
  • Proficiency with Microsoft Office Suite, environmental management software systems, and environmental testing or analytical equipment necessary.
