Position Summary

This role oversees multiple teams of computer scientists, data scientists, programmers, data engineers, and architects who deliver technical capabilities in an integrated manner to support the broad Otsuka portfolio. Reporting to the Chief Data & Analytics Officer (CDAO), and a member of the D&A Leadership Team, this leader will become a driving force of change, partnership, quality and delivery across the Data & Analytics organization. Data Technologies and Analytics Enablement (DT&AE) in Data & Analytics (D&A) is an organization comprised of multiple functional teams. The remit of the Head of DT&AE position will have responsibilities to establish, lead and continue to evolve the following adjacent areas:

  • Data Science Solutions: development and application of advanced analytical methods inclusive of Artificial Intelligence (e.g. Machine Learning, Deep Learning, NLP, Voice Recognition, RPA, etc... ). A centralized methods group of data scientists, machine learning researchers providing innovative solutions to practical business problems. Supporting all D&A analytics verticals and the Data Stewardship vertical.
  • Data Technologies: accountable to lead the data engineering and architecture needs of the D&A portfolio in support of Otsuka's Development, Commercial and Corporate function goals. This role will establish a centralized capability, aligned with Otsuka IT, to design, create, test, deploy, manage and maintain the D&A architecture, as well as work with partners within D&A to enable data collection, curation, quality, consolidation, preparation, testing, deployment and maintenance of databases.
  • Business Enablement Solutions: In support of prioritized Development, Commercial and Corporate Function stakeholder reporting needs, this team will evaluate current business enablement needs to assess and monitor indicators of performance, quality and risks. This will involve modernizing the delivery of data/information in user-friendly formats/visualizations and providing insights to business partners regarding the findings in order to enable solutioning for measurable business impact.
  • Digital Analytics: providing data engineering expertise to support the use and analysis of mHealth, digital biomarkers, therapeutic applications and algorithm development to enable registrational, market access, commercial support and allowing for potential monetization.

Key Job Responsibilities
  • Provide leadership, oversight and technical/strategic direction to the DT&AE organization aligned to the broader Otsuka strategic plan and achievement of Corporate Goals.
  • Through collaboration with other D&A pillars and cross-functional partners, a high functioning DT&AE organization would be expected to deliver:
    • leading edge data science approaches to enable key data insights to inform decision making and assist in business transformation initiatives.
    • business enablement by providing modernized reporting and visualization of data/information to assess and monitor indicators of performance, quality and risks.
    • suitable, essential, high-quality, auditable and robust architecture and engineering solutions with a focus on operational excellence.
    • digital data solutions from an innovation hub established by this role involving a lean data and digital analytics incubation approach to explore, experiment and rapidly deploy emerging tools (IoT, Wearables, BlockChain etc.) from both within and outside our industry, thereby positioning Otsuka to take advantage of potential disruptions in the marketplace.
  • Develops a rolling Strategic Plan and corresponding roadmap for DT&AE. And serving as a primary partner and point of contact with Otsuka IT, ensures D&A requirements are communicated and incorporated into the IT roadmap, strategic initiatives and with day-to-day execution.
  • Accountable to awareness and exploration of external landscape and emerging technologies and trends in partnership with D&A and IT stakeholders. Developing business cases, inclusive of ROI, designed to bring modern approaches forward and advocate for new data tools and technologies that will position internal stakeholder to deliver with industry-leading instruments.
  • In support of multiple domain portfolios and strategies, such as Commercial, Ethics & Compliance, Legal, and Clinical Development, this leader will ensure portfolio prioritization is consistent with the enterprise imperatives and that there is the necessary domain expertise within their organization.
  • Design, operate and evolve the demand management for engineering and business enablement in consideration of the inputs and requirements of key stakeholders, vendors and broad organizational objectives to ensure needs are met in a timely and effective manner.
  • Operational excellence would be demonstrated through effective and efficient delivery across the multiple portfolios supported by the DT&AE organization. This includes but is not limited to the resourcing, prioritization, timeline management, functional outsourcing, etc... A key success factor will be striking the optimal balance of internal core competencies and the strategic leveraging of external support.
  • Conduct ongoing assessment of evolving policy and work practice needs as well as their respective training compliance. In partnership with Data Governance, initiates the development of new or enhancement of existing policies and work practices along with their respective training.
  • Contributes to D&A departmental governance reviews of portfolio and prioritization discussions. Regular monitoring and reporting on the operational health of DT&AE, through the use of scorecard and metrics reflecting the functional performance of financials, quality and cycle-time.
  • Function as a knowledge base and resource to project teams. Serves as a point of escalation and resolution for the DT&AE organization.
  • Models and coaches engagement best practices that enable thought partnership and engender a collaborative environment with healthy debate.
  • Accountable for enhancing the overall AI fluency of the Otsuka organization.
  • Guides and informs the broader organization to the considerations and opportunities of efficient data architecture and engineering, inclusive of strategic use of vendors.
  • Fosters a culture that focuses on the achievement of goals and personal accountability, through the setting of objectives and expectations, monitoring to plan, the redirection as needed and the celebration of achievements.
  • Fosters a culture that embraces the strategic use of data into decision making enabling greater business outcomes.
  • Builds a learning culture within and external to DT&AE, where individuals are provided growth and development opportunities.
  • Accountable for ensuring collaborations and communications with key stakeholders of DT&AE.
  • Attract, retain, engage, develop and promote talent to build a team with an optimal balance of experience and diverse perspectives.
  • As a member of the D&A Leadership Team, models the balance of innovation and intellectual curiosity with discipline and structure. Is a champion of value-add change and evolution and is able to inspire and motivate others.

Knowledge, Skills, Competencies, Education, and Experience
  • Minimum 15 years of industry related experience within the pharmaceutical industry.
  • Minimum 10 years of leadership experience required
  • Advanced degree required in technical field or similar certification required; MBA a plus
  • Experience working within the pharmaceutical industry with Executive leadership experience within data operations or data technology organizations.
  • Formal education/training and experience with data sciences methods.
  • Experience supporting development and commercial portfolios spanning multiple products, therapeutic areas and development phases.
  • Experience with structured and unstructured data; well versed in database design, applications and large scale processing systems.
  • Experience developing comprehensive business cases and executing against large, multi-function strategic initiatives.
  • Line and performance management experience with complex teams.
  • Vendor selection and management experience.
  • Management of a budget, inclusive of resourcing and outsourcing and discretionary spend.
  • Experience driving large, complex change efforts and to drive results through influence, persuasion and relationships
  • Assesses quickly with a track record of getting up to speed and adding immediate value to new situations
  • Exceptional and demonstrated ability to co-create and work collectively with business leaders from various functional areas and other key stakeholders
  • Excellent oral and written communication skills, including the ability to organize, conceptually interpret and clearly communicate material developed collaboratively via the input of multiple parties; translate complexity into the actionable
  • Effective partnership, influencing and negotiation skills
