University Police has an opening for a full-time University Staff (unclassified) Finance and Human Resources Manager.

The University of Colorado Denver | Anschutz Medical Campus Police Department is an agency with full police authority providing public safety services to our campus community 24 hours a day, 7 days a week, each day of the year. The police department is made up of 70 employees and four divisions dedicated to providing quality service to campus. Position Emphasis:

This position administers all human resource-related procedures for the Police Department. This position is responsible for the oversight of personnel administration processes which include, recruitment, appointment, termination process, annual performance evaluation process, and maintenance of personnel records. This position also is responsible for advising leadership on payroll, budgeting and procurement issues. This position is responsible for budget preparation; monitoring and controlling financial transactions; reporting and analyzing financial data related to the department; providing periodic reports to department administration; unit oversight and department billing.

Supervision Exercised:

This position is responsible for the direct supervision of an Administrative Assistant and serves in an advisory capacity to the Chief of Police, division directors and other relevant personnel regarding personnel issues and purchasing activity to ensure compliance with State, University and campus policies.

Examples of Work Performed:

Human Resources (55%)

  • Applies knowledge of professional HR methods including theories and principles and knowledge of University policies and procedures.
  • Responsible for all aspects of personnel administration within the University Police department including recruitment, appointment, termination processing, performance evaluation, workers compensation and risk management claims processing.
  • Coordinates all HR hiring activity within the department including developing job descriptions, advising on processes, coordinating search committees and facilitating paperwork submission.
  • Remains abreast of all Human Resources policies and communicates changes as necessary to department management and staff.
  • Serves as the department payroll liaison for positions, maintaining compliance with all Human Resource requirements. Responsible for all time collection and entry of exception times in PeopleSoft (sick, vacation, jury duty, etc.). Manages biweekly and monthly payroll process, meeting deadline requirements, all follow-up and reconciliation.
  • Prepares and enters all required paperwork for new and transferring State Classified positions to include a letter of offer, background disclosure forms, I-9s, W-4s, direct deposits and any forms related to retirement where applicable.
  • Maintains in accordance with campus standards, personnel files of current and past employees.

Financial (35%)
  • Serves as the Financial Administrator and advisor for the department.
  • Prepares budgets, prepares/analyze monthly reports, and tracks and monitors expenditures.
  • Manage procurement processes and coordinate with other department managers on expenditures requiring purchase orders.
  • Perform Payroll Expense Transfers (PETs) and Journal Entries (JEs) as needed in compliance with internal and external policies and procedures.
  • Oversee administrative activities of the department to ensure cost-effective and efficient operations.
  • Lead and manage fiscal year-end closeout process.
  • Responsible for the Department's annual credit card merchant assessment as required by the Payment Card Industry Data Security Standard to meet compliance standards.

Budget and Planning (10%)
  • Provide budgetary and fiscal direction for the Department including advising leadership and other administrative personnel.
  • Project speed type fund balances addressing deficits monthly; coordinate year-end expenditures and close-out.
  • Assists the Chief of Police and the Senior Budget Analyst with the development of the Department's compensation budget and in identifying appropriate and necessary changes in that budget. Responsible for reviewing and reconciling funding allocation and reconciling budget and payroll discrepancies.

Salary and Benefits:
  • The salary range (or hiring range) for this position has been established at $71,785-$91,311.
  • The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
  • The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.
  • This position is not eligible for overtime compensation.

Qualifications
Minimum Requirements
  • A bachelor's degree in business, human resources, business administration, finance, accounting, public administration, or a directly related field from an accredited institution.
  • At least three (3) years of progressively responsible experience in general HR, payroll, budgeting functions.
  • Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor's degree on a year for year basis.

Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:
  • Professional-level experience working with PeopleSoft HCM or comparable HRIS system, with human resources functions (ex. payroll, HRIS entry, recruitment, etc.)
  • Financial management skills and the ability to manage funds effectively from a variety of sources
  • Experience in a government, public safety, higher education or academic medical center environment setting
  • Familiarity with the State of Colorado Personnel Rules and Regulations
  • Master's degree in Business, Human Resources, Public Administration, Accounting or a related field
  • Certification in Human Resources (PHR/SPHR and/or SHRM-CP/SHRM-SCP).

Competencies:
  • Ability to communicate effectively, both in writing and orally with senior-level administrators, and staff
  • Ability to evaluate processes, policies and exercise good judgment in the interpretation and application of policies and procedures
  • Demonstrated organizational skills with the ability to prioritize, multitask and follow-up

  • Ability to maintain confidentiality and exercise appropriate discretion with information
  • Knowledge of professional standards, concepts, and practices related to payroll and compensation
  • Financial management skills to include forecasting fund balances
  • Proficiency of Microsoft Office Suite
  • Interest in and ability to effectively educate others about operational policies and procedures in lay terms
  • Ability to organize and complete complex projects and to work under tight deadlines
  • Ability to manage, develop and direct assigned subordinate employees
  • Excellent customer service skills
  • Ability to establish and maintain effective working relationships with employees at all levels throughout the institution
