Job Description

Performs analysis of major acquisition proposals for equipment, material or services used in the construction of U.S. Navy and Coast Guard ships. Cost and price analyses are performed in strict compliance with the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), Cost Accounting Standards (CAS), and Generally Accepted Accounting Practices (GAAP), in addition to internal Policies & Procedures, Supplemental Guidance, and Work Instructions.

  • Performs fact finding audits of Supplier/Subcontractor cost proposals and supporting cost or pricing data; develops and composes cost analysis reports based on audit findings providing recommendations on the reasonableness of material, labor, and overhead costs; and actively participates in the subsequent negotiation of major equipment acquisitions.
  • When cost or pricing data is not required, performs price analysis of firm fixed, time and material, labor hour, and cost reimbursable price proposals, using FAR techniques and practices to ensure price reasonableness, and ensures that cost realism and the proper cost controls are in place for cost reimbursable acquisitions.
  • Actively supports Strategic Sourcing and Category Management initiatives, analyzes data to assist in source selection, and supports the establishment of best-practice cost savings and compliance tracking solutions.
  • Assists with design and implementation of multi-year option agreements and pricing agreements for major equipment and commodities using economic price adjustments, and calculates present value when an option agreement is exercised.
  • Develop solutions to complex problems which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.
  • Most assignments are complex and performed independently without appreciable direction. Exercises considerable latitude in determining objectives and approaches to assignment.
Basic Qualifications

Bachelor's Degree in related field with 3 years of experience; Master's Degree with 1 year of experience

Preferred Qualifications

  • Prior experience performing Cost and Price Analyses of Subcontractor/Supplier Proposals, in strict compliance with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), to analyze price reasonableness and develop negotiation objective recommendations.
  • Expert proficiency in effective business writing and Microsoft Office products, particularly Excel.
  • Experience supporting and participating in Cost/Price Negotiations.
  • Proficiency in the concepts, standard practices, and application of Government subcontracting cost and pricing principles, including FAR, DFARS, CAS, and GAAP.
