ECS is seeking a Fisheries Sampling Analyst to work in our Remote office.

Job Description:

  • ECS is seeking qualified candidates to work remotely to support the NOAA Fisheries National Observer Program to evaluate the procedures for collection of observer and electronic monitoring data, including the review of data collection methodologies and bycatch estimation procedures.
  • The ideal candidate will be required to accomplish the following key tasks:
  • Identify the fisheries monitoring goals for each NOAA Fisheries region.
  • Review the survey designs of the current Northeast Fisheries Science Center, Southeast Fisheries Science Center, Pacific Islands Regional Office, West Coast Regional Office, Northwest Fisheries Science Center, and Alaska Fisheries Science Centers fisheries monitoring programs.
  • Review the methods used by the Center/Region to estimate total fleet commercial discards and fleet protected species (marine mammals, turtles, and sea birds) incidental takes. Provide information on potential alternative estimation methods as it relates to regulatory and/or scientific goals of the Agency.
  • Routinely consult with the National Observer Program personnel. Consult with regional monitoring programs as necessary.
  • Maintain appropriate data confidentiality for any and all data used in this process. The contractor will sign a confidentiality agreement with the NOP and/or each regional program as needed; after the contract is completed, the contractor will destroy all data. The contractor will not use data for any purpose other than that required to complete the contracted work.
  • Provide a final report, technical memorandum and peer-reviewed papers on items 1, 2, and 3 above outlining and summarizing all methodology and conclusions with authoritative references to appropriate data and sources.
  • Report to leadership and national working groups on findings.

Salary Range: $60,000-$80,000

  • Ability to obtain and retain a Public Trust security clearance.
  • Project management for complex and technical scientific data collection programs.
  • Coordinating diverse project teams to develop, improve, and achieve program goals.
  • Communication both verbally and using written materials (including visual presentation) with a variety of audiences including technical, scientific and non-scientific.
  • Working with diverse groups of individuals under strict timelines to accomplish goals.
  • Working independently with strong time management skills.
  • Adaptability to quickly changing priorities.
  • Ability to multitask, maintain flexibility, travel to relevant workshops and meetings.
  • Attention to detail.

Desired Skills:
  • Masters/PhD preferred.
