Job Description
As an integral part of the division's program integrity assurance, this position will provide fiscal, financial, and accounting expertise to program staff, program managers, and unit administrators with all aspects of the grant management process from application to closeout and audit. Specifically, budgeting, financial and fiscal review, accountability, auditing, development and consistent application of division-wide fiscal, audit, and monitoring policies.

CORE FUNCTIONS:
This includes planning, coordinating, and performing desk review and on-site monitoring of DHHS subrecipients. This position will coordinate desk review and on-site subrecipient review by drafting site visit and review schedules for federal aid administrators in the FAAII and FAAI grades. This position will develop and ensure the execution of monitoring plans and will be responsible for reporting on the monitoring status for grant portfolios assigned to FAAII or FAAI positions. This position will need to prioritize within a large body of work (monitoring projects exceed available staff resources to complete) based on risk to the agency and public.

Provide consultation and technical assistance to DHHS staff, contractors, and subrecipients on all aspects of grants and cooperative agreements management, including a specific focus on interpretation and provision of guidance on federal OMB Uniform Guidance, specifically 2 CFR 200 and 45 CFR 96. Additionally, interpretation and guidance on grant-specific uses and restrictions. The customer for this work includes program managers and administrators.

SECONDARY FUNCTIONS:
Provide data integral to grant budget development, and as assigned, review budget proposals for compliance with private, state, and/or federal funder requirements.

Consults with project staff to assist with complex/problem situations and provide technical expertise. Attend grant review and update meetings and participates in conference calls and meetings with funders.

Assist with APA (Auditor of Public Accounts), Federal agency partners, and internal audits, including researching, drafting, and compiling audit responses as well as drafting, implementing, and monitoring of CAPs (Corrective Action Plans) and other compliance activities.

This position will be responsible for providing training and technical assistance to FAAII and FAAI staff within the overall finance/program integrity team related to the topics above. This position will be asked to complete special reports for division management regarding program compliance, risk assessment, and corrective action recommendations.
Qualifications / Requirements
REQUIREMENTS:
Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, or a related fiscal field, and four years experience in grant management, contract administration, accounting, budgeting, or other fiscal related areas of work. Additional years of experience in the areas listed may substitute for the required education, on a year-for-year basis.

PREFERRED:
5+ years of grants management and/or administration experience
Bachelor's degree in allied field (public administration, public finance, accounting, economics, law, etc.)
Training or continuing education credits in grants management
Knowledge, Skills and Abilities

  • Knowledge of the grants management cycle: design, monitoring and evaluation
  • Experience and comfort navigating electronic record systems for document management and accounting
  • Strong analytical and writing skills
  • Strong interpersonal communication skills
  • Proficiency in Microsoft Excel, including mastery of pivot tables and lookup functions #CB
