The Massachusetts Executive Office of Health and Human Services (EOHHS) is the largest secretariat in MA state government, comprised of 16 agencies with over 23,000 employees statewide. EOHHS services directly touch the lives of slightly more than 1 in 4 residents in the Commonwealth - some of our most vulnerable citizens, including children, youth, adults, and elders. EOHHS provides access to medical and behavioral health care, substance misuse treatment, long term services and support, and nutritional and financial benefits to those with low incomes. We connect elders, individuals with disabilities, and veterans with employment opportunities, housing, and supportive services. Position Summary

The Executive Office of Health and Human Services is seeking an experienced IT Project Manager to join the EHS-IT/DTA's Project Management Office supporting the Department of Transitional Assistance's IT initiatives. The Project Manager's primary responsibility will be to manage and deliver multiple large, complex projects to meet organizational goals.

JOB DUTIES AND RESPONSIBILITIES

  • Plan and manage projects to ensure they are completed in a timely fashion and within budget. Develop and manage a detailed project schedule and work plan.
  • Leading cross-functional project teams to successfully deliver projects using Agile project management methodologies.
  • Determine and define project scope and objectives.
  • Predict, plan and designate project resources needed to reach objectives and manage resources in an effective and efficient manner.
  • Keep stakeholders informed on the project progress. Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress.
  • Prepare budget based on scope of work and resource requirements. Track project costs to meet budget. Prepare project status reports and variance analysis to ensure project remains on track.
  • Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables.
  • Utilize industry best practices, techniques, and standards throughout entire project execution. Comply with defined agency standards.
  • Measure project performance to identify areas for improvement.
  • Facilitate change management activities between the project team and IT service groups, participating in all phases of the project life cycle.
  • Evaluate project's success at completion based on achievement of benefits and value proposition assessment.
  • Contribute to the development of project charters, value propositions, risk action plans, work plans and estimates for large complex projects; serving as a subject matter expert and consultant to mentor/coach team leaders in the use of project management concepts, tools, and techniques.
  • Assist Project/Program/Portfolio Directors and Managers in ensuring systems and/or business plans are developed and documented in accordance with quality control standards.
  • Contribute to continuous process improvements as a part of the project management office.
Qualifications:
  • Bachelor's Degree in Computer Science, Information Technology, or related field
  • Excellent communication skills.
  • 5-8+ years' experience as an IT Project Manager.
  • Proven ability to solve problems creatively.
  • Proven experience leading cross-functional project teams using Agile methodologies.
  • PMP/PMI ACP/CSM Certification preferred.
