Background information:
Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking a Purchasing Specialist to be based in our Arlington office.

Overview:
Reporting to the Contracts Manager and working with the Procurement Lead, his individual supports Purchasing functions including Market Research, Sourcing, Negotiation, Supplier Management, and Compliance. Additional support activities may include negotiating Non-disclosure Agreements, processing Purchase Orders, and drafting Correspondence. High accountability to self and others.

All applicants must be able to obtain/maintain an active U.S. Security Clearance.

Responsibilities Include:

  • Prepare standard solicitations, requests for proposals (RFPs), manage procurements, and draft routine, responses to supplier bids, purchasing agreements, and associated modifications
  • Analyze routine procurement requirements, special provisions, terms, and conditions to ensure compliance with applicable laws, regulations (eg. FAR, DFAR), and corporate policies/procedures
  • Execute sourcing strategies and negotiates routine procurements
  • Facilitate issue identification and dispute resolution as the focal point for all communication with suppliers
  • Communicate procurement policy and practice to internal business teams
  • Prepare, organize, and maintain records and files (both physical and digital) documenting contract performance and compliance
  • Support contract and subcontract closeout activities
  • Support the implementation of new contracting methods and techniques to accomplish business goals and objectives
  • Conduct research to support contract audit and or facilitate business unit contracting trends
  • Other duties as assigned
Minimum Required Qualifications:
  • BA/BS preferred
  • Two or more years of Procurement or Subcontracts experience in the Federal Sector
Required skills:
  • Ability to draft simple to moderate routine Purchasing documents
  • Working knowledge of contracting concepts, Uniform Commercial Code (UCC), applicable public contract acquisition law and regulations, and applicable commercial contract law
  • Ability to identify process and policy improvements to comply with FAR Part 44 requirements
  • Strong understanding of FAR, DFAR,
  • Familiar with Export Control requirements, specifically EAR and ITAR
Preferred skills:
  • Experience with organizations possessing DCMA Approved Purchasing System is desirable
  • Experience with Costpoint Purchasing or comparable Purchasing System
