Job Description:
The Nebraska Department of Correctional Services (NDCS) seeks a highly responsible, policy-minded, strategic thinker to manage the legislative process within the agency. As a vital member of our executive team, reporting directly to the agency director, you will be responsible for guiding our legislative strategy and ensuring compliance with relevant statutes. This role involves close collaboration with agency leaders, coordination with state agencies, and engagement with members of the Nebraska Legislature.

DUTIES:
Oversee the entire legislative life cycle for NDCS, including tracking bills, providing updates to staff, and ensuring timely action on relevant legislation; act as the primary liaison between NDCS and the Nebraska Legislature, fostering relationships with senators, staffers, and research and fiscal offices; coordinate the implementation of new legislation within NDCS, ensuring seamless integration into our operations; contribute to the strategic planning process for agency initiatives, offering insights on legislative implications and proposing necessary legislation; conduct research on legislative issues and prepare background materials to support NDCS legislative efforts; draft and provide technical assistance on proposed legislation, amendments, and testimony; prepare timely responses to requests for information from state and federal agencies, organizations, and the public; draft and/or ensure the timely submission of reports required by statute.

Requirements / Qualifications

Minimum Qualifications: Post high school coursework or training in public relations/public affairs, communications, political science, or public administration and experience in policy development and implementation or assisting in drafting bills, researching statutes, and revision of rules/regulations.

Preferred Qualifications: Two years of experience in a government setting with knowledge of legislative processes; experience in drafting public policy, testimony, or white papers; proficiency in analyzing legislative proposals and related data; possess a Juris Doctorate (JD).

Other: Must have a valid driver's license. Applicant must pass a criminal background check. Applicants accepting the job offer must pass the following pre-employment exams in this order: medical exam, and at a randomly announced time, pass a drug test. Once at the Staff Training Academy, must successfully complete the fully paid NE Corrections Training Program.
