Location/Division Specific Information

As the Facility department we strive to provide a first-class operating environment for our employees, visitors and business partners. The Manager of Facilities coordinates and supports facilities adaptation, installation and maintenance of new and existing facilities and equipment in MSD facilities in and around the city of Hillsboro, Oregon. This role is based on site in Hillsboro and reports directly to the Senior Facilities Manager with a dotted line report to the Site Lead.

What are your responsibilities?

  • Deliver a strategic plan for the best utilization of space and resources at the local site/campus/operations in conjunction with site leadership, to meet corporate and operational needs.
  • Connect with site senior leaders, functional managers and corporate functions concerning facilities to achieve continuous improvement and growth objectives. Assessing the appropriateness of existing base facilities & systems in meeting current and future process requirements.
  • Define essential site maintenance and soft service requirements, supported by global sourcing. Set service level agreements for services including security, reception, post room, sanitation, janitorial services, reception, welfare facilities, Catering Services, fleet management and provision of site consumables. Work with service providers to ensure deliverables are met, on time and on budget while ensuring superior service levels.
  • Ensure compliance with local, national and international legislation and adherence to company rules and regulations (IMS and EMS). Ensure the site is built and maintained according to the requirements of insurance assessors and regulatory bodies.
  • Support external, internal and corporate audits (security, risk, insurance, energy, quality, Business Continuity). Review outcomes and agree suitable countermeasures to concerns and oversee implementation of agreed improvements and close CAPA's in a timely manner.

  • Lead the facility team, to plan and coordinate projects and tasks to meet strategic, operational and financial targets. Checking that agreed work by staff or contractors has been completed as expected and follow up on any deficiencies.
  • Provide role model leadership, with accountability for team members performance and development and succession planning within the facilities team.
  • Manage facilities resources (people, budgets, and equipment) and action requests in support of unit, site and company objectives. Monitor consumption and forecast annual requirements for Site utilities - power, water, drainage, sewage.
  • Manage and plan for all costs associated with maintenance of equipment, infrastructure and facilities for services performed in-house and services contracted to suppliers and service providers. Continuously challenge spend, including maintenance, materials and soft services.
  • Support sourcing group initiatives to identify value adding opportunities, working closely with colleagues in local finance and indirect sourcing to ensure the best quality, price, service and contractual agreements.
  • Facilitate and lead cross-functional facilities and operations projects from inception to completion. Collaborating with Manufacturing, R&D, Quality, EHS, and financial organizations to define and meet project scopes, schedules, quality targets and budgets.
  • Define process requirements and establish project design criteria based on engineering analysis and evaluation. Prepare detailed functional specifications, review processes and carry out economic studies as required to develop project alternatives and final developed scope.
  • Work within the guidelines of the Facilities Project Playbook - including key project results, use of standardized reporting tools and templates, use of appropriate design and guidelines.
  • Develop applications to fund Capital projects based on the project scope, budget, schedule and any other relevant data. Working closely with colleagues in local finance and indirect sourcing to ensure the best solutions, price, service, and contractual agreements.
  • Clearly communicate the status of facilities projects and maintenance activities. Identify (risks, issues, actions, and decisions) Meeting the regular reporting cadence and ad-hoc reports using standard business templates in a timely manner.
  • Align program/project goals and expectations with key partners and ensure the program implementation across workstreams and business groups. Including the corporate functions Real Estate, Security, EH&S, Quality, Risk Management, and Global Sourcing.
  • Facilitate the Contractor H&S Programme. Responsible for vendor inductions and validating all Method Statements , Risk Assessments (RAM's)and Standard operating procedures (SOP's).
  • Provide oversight of work performed by contractors and providers of equipment and facilities services. Ensuring all work is carried out in accordance with regulatory requirements and company standard operating procedures.
  • Serve as the local "owner" of the Building Management System (BMS), equipment monitoring systems and iOffice booking system. Identifying any concerns and taking action to resolve issues in a cost effective and timely manner.
  • Ensure complete equipment, building, and infrastructure documentation including up-to-date drawings, specifications, operating instructions, and maintenance records are held in a locally accessible location.
  • Represent Facilities Management on internal committees including the Site Management team, sustainability committees and other cross functional reviews as needed.
  • Act as liaison with the site landlord for lease premises, report and resolving ongoing site maintenance, issues and concerns, supported by Global Real Estate. Review existing & planned lease agreements, maintain rental contracts pertinent to buildings. Monitors upcoming lease end dates and impacts on site strategy.
  • Represent Thermo Fisher Scientific at local business groups and committees on issues relating to facilities/site management. Sit on Dawson Creek Park committee as Thermo Fisher Scientific site representative.
  • Develop, implement and maintain company Disaster Recovery and Business Continuity processes and procedures. Including emergency response (fire/flood), business stoppages and test drills.
Qualifications/Experience/Skills:
  • Bachelors degree Engineering or a related technical field is required or a combination of education and experience that demonstrates the required skills. Plus a minimum of 6 years of experience in leading site level Facilities activities or related projects.
  • Knowledge of AutoCAD 2D software.
  • Strong strategic leadership skills, especially in using systems-based approaches to problem solving and achieving objectives.
  • Experience developing and leading teams with a strong dedication to organizational change and communication.
  • Ability to multi-task in a dynamic environment with multiple stakeholders, across differing cultures.
  • Dependability regarding completion of assignments and attendance, with good organizational skills and attention to detail.
  • Ability to make decisions independently and to work reliably and responsibly with a minimal amount of supervision
  • Fluent in English languages
  • High tech and cleanroom experience is preferred.
