Project Overview:

With a focus on Population, Health and the Environment (PHE), and cross-sectoral approaches for integrating voluntary FP/RH and population dynamics across broader development sectors/goals, PROPEL PHE is designed to address familyplanning/reproductivehealth (FP/RH) policy, advocacy, financing, and governance (PAFG), and the integration of FP/RH with HIV/AIDS and maternal, newborn, and child health (MNCH) programs, policies, and care, as well as the environment and climate.

The programme will encourage work across health elements, systems, and development sectors, with specific efforts geared at increasing FP/RH demand, facilitating FP uptake, and advancing other FP/RH-related outcomes.

Summary of Role:

The MEL Director will supportan anticipatedfive-yearUSAID fundedproject. The project hasabudget of approximately US$25 millionand will be implemented in various countries.

Key Responsibilities

  • The MEL Director prepares the projects Monitoring and Evaluation plans, establish major milestones, program monitoring indicators, and baseline data and performance targets that will demonstrate successful achievement of the project results.
  • Lead partners in monitoring progress toward the achievement of program objectives during the performance of the award and provide guidelines and coaching to MEL staff and partners for the content of periodic reports and evaluation.
  • Consults with USAID and other stakeholders to establish a transparent, reliable, and valid MEL system that can easily be tracked and verified.
  • Ensures that the MEL system is a cost-effective, results-orientated system that provides USAID and the program with necessary information to assess the progress, effectiveness, and outcome of activities.
  • Facilitates data use among project staff and key stakeholders through key analyses and established feedback loops and supports activity adaptation in coordination with program and technical teams.
  • Collaborates with partners to develop individual and MEL work and training plans as appropriate.
  • Develops/adapts tools for data collection; designs and implements surveys and other data collection tasks.
  • Designs/adapts project performance monitoring database to report national and global indicator and performance indicator data quarterly to senior managers, COP, and Pathfinder headquarters.
  • Oversees implementation of the project's baseline and end-of-project surveys.
  • Identifies best practices and state-of-the art approaches to the program activities and evaluates them.
  • Disseminates information on project evaluations through written reports, conference presentations, and publications, and assists project staff to do likewise.
  • Uses data to systematically and consistently document achievements, success stories, and best practices.
  • Supervises MEL team members to: manage production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc. and assists project technical staff with preparation of reports as appropriate.
  • Builds capacity of project staff, on the use of data for decision making and performance improvement.

Required Education, Training and Experience:
  • A Master's degree in Public Policy, Statistics, or other Social Science field; doctorate preferred.
  • Minimum of eight years of relevant experience in MEL for USAID-funded large-scale health programs of a similar size.
  • Experience leading MEL for previous projects focused on Public Policy, Governance or Development Financing
  • Ability to design learning questions and indicators which focus on measuring how policy, advocacy, governance and finance are being leveraged to improve the enabling environment for youth FP/RH outcomes.
  • Experience interacting with Government agencies, development partners and civil society organizations.
  • Experience working with data from policy and governance projects.

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit or stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:
  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Location: Washington DC

Travel Requirements: At least 35%
