Job Description
MV Transportation is seeking an Operations Manager (Paratransit) will provide support, leadership and direction to assigned operating location to ensure delivery of annual business plans. He/she will control the daily operation of our transportation contract, in compliance with the policies of the contracting agency and in conformance with company procedures. The Operations Manager (Paratransit) is primarily responsible for but not limited to:

  • An ideal candidate would be someone who prefers a smaller operation instead of a large operation and understands that all services are localized and not regional.
  • The individual should have good reading and writing skills with a willingness to disseminate and report the complete daily activities for the two (2) programs charged to them.
  • The individual must have intermediate Microsoft Office skills with knowledge in Excel, Outlook, PowerPoint, and Word at a minimum.
  • The individual should be willing to routinely ask questions of the Project Manager or Union City Transit staff (including Fremont City staff) for clarification regarding requests.
  • The individual should command presence with their direct reports and all staff, listen to them, and address their needs and concerns.
  • The individual should possess a current Class B commercial driver's license with all the same endorsements required of a fixed-route bus driver; if the Proposer believes the right candidate only possesses a Class C commercial license with proper endorsements for transporting all passenger types, the City may consider them for the position.
  • The individual should have experience with labor relations and possess a good rapport with organized labor representatives.
  • The individual should be willing act on behalf of the Project Manager when the Project Manager cannot be present.
The aforementioned are desirable qualities that the proposed candidate should possess but they are not the only desirable qualities, and the individual may be asked to perform other duties as necessary to make the contract operation successful.

Talent Requirements:
  • Minimum of two (2) years of experience in the public transit industry to oversee the operations specific to the Paratransit and Ride-On Tri-City!
  • A bachelor's degree from a four (4) year university in the field of transportation, business management, or related field may be substituted for one (1) year of transit operations experience but may not be substituted for supervisory experience.
  • Programs, preferably with a minimum of one (1) year overseeing paratransit or other demand-response operation.
  • Proven record of service excellence
  • Experience in emergency planning protocols
  • Demonstrated ability to step in for the Project Manager on any given day if meets minimum qualifications
  • Experience in hiring, coaching, disciplining, and overseeing commercial drivers
  • Hands-on expertise in scheduling software (GMV Sync, TripSpark, TransLoc, Trapeze PASS, Optibus)
  • Experience directly supervising road supervisors, dispatchers, and/or scheduling departments
The aforementioned are desirable qualities that the proposed candidate should possess but they are not the only desirable qualities, and the individual may be asked to perform other duties as necessary to make the contract operation successful
