The Nebraska Department of Health and Human Services (DHHS) has an exciting leadership opportunity for a Service Area Administrator to join our team and oversee Protection and Safety programs and services within the Southeast Service Area. The Service Area Administrator will play an important role in furthering this mission by providing leadership and direction in the delivery of quality services to children and families in southeast Nebraska. Examples of Work
The Service Area Administrator will be responsible to plan, organize, direct and lead child welfare and adult protective services in the Southeast Service Area.

  • Confer with key local officials, stakeholders, agencies and groups to foster working relationships, develop sustainable community resources and achieve outcomes for adults, children and families;
  • Ensure federal and state outcomes are met in the areas of safety, permanency and well-being for children and adults served in the Southeast Service Area;
  • Plan, assign, and direct work activities in order to achieve work goals and ensure consistent application of administrative and program policies, procedures and standards;
  • Provide leadership and cultivate relationships with other administrators and supervisors to harmonize overall operations;
  • Serve as a coach and mentor to management and staff to encourage growth and improve teamwork and effectiveness of the entire service area;
  • Develop and implement continuous quality improvement at the service area level to evaluate performance relative to program goals, objectives and service delivery.
Qualifications / Requirements
REQUIREMENTS: Bachelor's degree in public/business administration, social behavioral sciences, program evaluation or organization/management analysis and proven experience in a managerial capacity with responsibility for work load assignment, budget preparation and implementation, employee performance evaluation, community relations building, program analysis/ evaluation, or policy development and experience working with diverse community groups and building consensus.

PREFERRED:
  • Master's degree in social work, public administration or related field and progressive supervisory, management, and leadership experience.
  • 6+ years of progressive leadership in child welfare operations, child protective services. permanency, independent living, and/or community-based services
  • Experience in leading large teams of frontline and mid-level leaders and staff
  • Preferred Education: Graduate/Terminal Degree in Social Work, Public Administration, Law, Business Administration, or any Human Services related field
OTHER: Valid driver's license or the ability to provide independent authorized transportation.
Knowledge, Skills and Abilities
  • Proven child welfare leader and innovator with 6+ years of experience
  • Ability to ensure program quality assurance and full implementation of the Department and Division strategic goals and objectives o Ability to align staff and stakeholders on a common goal o High level of critical thinking and strategic planning
  • Proven ability to address culture and morale within the workplace
  • Demonstrated capacity to have crucial conversation to address issues immediately
  • Recognize gaps in service needs and ability to work with Division staff to engage and recruit potential service providers
  • Facilitate regular meetings within service area with providers, stakeholders, and sister agencies that provide services and work with our children and families
Knowledge of: scope and impact of the operations administered and their relationship with programs, functions and organizations both inside and outside the agency; mission, goals and objectives of the agency; organizational structure, functional relationships and administrative processes; principles and practices of administration including planning, organizing, staffing, and budgeting; techniques of policy/program research, planning, and evaluation; applicable state and federal laws and administrative regulations.

Ability to: develop and foster community relationships; effectively perform short and long range strategic planning for the allocation of human and technical resources in a complex environment; be responsive to changes in direction, priorities and values of the agency's mission and strategy; analyze organizational and operational problems and develop timely, economical and effective solutions; provide leadership in the Service Area by defining objectives and coordinating the efforts toward attaining goals; establish and model high performance standards characterized by integrity; earn trust and respect of others by coaching, inspiring, and empowering teams to achieve strategic objectives and continuously bring new and innovative ideas into the organization.
