SUPERVISES: Subcontracts Leads, Subcontract Administrators, Co-ops and Interns

GENERAL PURPOSE AND SCOPE: The Senior Subcontract Manager Implements activities related to the procurement of all procurement including major equipment, materials and services, and directs the activities of administrators to maximize effectiveness, compliance, and management of those sourcing functions.

This position will:
• Leads a team of Subcontract Leads and Administrators that provide sourcing to execution for over 80% of the total non-labor costs on all Austal Programs.
• Monitors the cost, schedule and performance aspects of vendors
• Interface directly with senior industry contracts management personnel and independently assess and award subcontracts based on established Austal processes, procedures, FAR, DFAR, DCMA, and similar requirements.
• Support the Austal Team from proposal development through closeout of the contracts/subcontracts.
• Prepare audit-ready files, document all aspects of the award (cradle-to-grave)
• Articulate an in-depth understanding of the requirements and the relationships/drivers for decisions made during the award process to summarize the "story" of each procurement action.
• Conduct research and develop solutions to complex and frequently unique subcontracting problems that require a high degree of ingenuity, creativity, and innovativeness.
• Coordinate with the Sector PMO and other Functional areas to assist, as required, with the analyses of subcontractor performance.
• Apply experience in contract/subcontract execution and management to ensure accuracy, consistency, and compliance with all applicable requirements.
• Proactively advise the Program Manager and Material Program Manager of adverse trends, issues, and concerns related to the subcontract and is a member of any corrective action team that identifies and corrects schedule, cost, and performance issues.
• Serve as a member of the Program Acquisition Team to support Acquisition Planning and Acquisition Strategy development.
• Minimal oversight and have specific authority to execute subcontract actions in accordance with Austal policy.
• Develop and coordinate new policies and procedures regarding procurement and subcontract management processes.
• Conducts analysis of program policies and procedures, develops plans, formulates guidelines, and implements new developments and procedures.
• Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.
• Support business unit Tier 1 Compliance Lead in responsibilities as required.

AUTHORITIES / RESPONSIBILITIES:
• Overseeing and coordinating day-to-day subcontract administration activities.
• Primary point of contact with subcontractors on formal communications and submittals, and specifically for leading the negotiations for new subcontracts and subcontract modifications.
• Must be highly experienced and knowledgeable in the following areas and successfully apply this knowledge to the execution of subcontracts at Austal:
o Understanding of FAR requirements for awarding subcontracts
o Applying experience and knowledge to the pre-award requirements when coordinating with the PMO team
o Creating and issuing RFPs/RFQs
o Conducting proposal and Price/Cost analysis and applying Cost Realism techniques as needed
o Conducting negotiations
o Creating compliant and DCMA audit-ready files.
• Assists in updating policies and operating procedures involving the integrity of the contract process and enforces compliance with guidelines contained therein.
• Coordinates supplier evaluation, assessments, development and continuous improvement activities (cost, quality, process, lead time, service)
• Ability to manage numerous complex procurements while meeting deadlines established in plans; ability to effectively delegate workload to staff through assignment of projects and tracking of progress
• High energy, with an emphasis on rapid change, and management courage to act persuasively and with conviction

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
• BA/BS degree in a related field or 12+ years of progressively responsible experience in procurement and contract administration of strategic and complex tactical contracts
• 8-10 years of experience supervising procurement professionals in a public or private sector procurement or supply chain management department
• Professional certification ISM: APP, CPM, or CPSM certification desired
• Prior leadership experience required.
• Understanding and experience with the DoD Acquisition and (Sub) Contracts Lifecycle which includes requirements definition; pre-award; post-award and oversight of cost, schedule and performance requirements of subcontractors
• Thorough familiarity with supply chain performance management, root cause analysis, corrective actions, and process improvement implementation
• Ability to effectively contribute to cross-functional teams in the execution and implementation of Supply Chain performance/process/subcontract enhancement
• Excellent presentation, interpersonal, and communication skills
• Action and closure oriented
• Disciplined business acumen, diplomacy, multi-functional team orientation, high ethical standards, and flexibility
• Demonstrated program performance and business management expertise
• Demonstrated ability to create and drive new and innovative solutions
• Demonstrated ability to communicate and influence executives at the Director and VP level
• Skilled and knowledgeable in the execution of subcontracts with minimal management oversight
• Advanced MS Word and Excel skills

ADDITIONAL GUIDELINES:
• The ability to obtain and maintain a DoD clearance may be required if deemed necessary in the scope of your position responsibilities.
• Candidates must meet the following employment eligibility guidelines to be eligible for employment with Austal USA:
