Job Summary

Responsible for managing internal engineers, analysts, and external contractors. Reports to Manager of Control & Automation. Supervisor will set policies, procedures, document standards and oversee engineering activities for electric transmission and substation system protection to ensure safe, timely and efficient system operation. Supervisor will have direct functional responsibility for Transmission and Distribution Operations and Reliability improvements and cross op-co involvement of various programs. Supervisor will act as an advisor to upper management and an external representative to AVANGRID.

Responsible for the design, configuration, maintenance and renewal of automation, data collection, protection & control equipment subsystems on AVANGRID and it's owned subsidiaries: CMP (Central Maine Power), NYSEG (New York State Electric & Gas), Rochester Gas & Electric (RG&E), The United Illuminating Company (UI), etc. AVANGRID's electric delivery system has approximately 9,000 miles of transmission lines and 1,000 substations.

Engineering activities for electric transmission and substation system protection projects to ensure safe, timely and cost-effective completion. Conduct analysis develop estimates and apply engineering standards and criteria to drive the completion of projects. Coordinate with other departments, vendors, and consultants in order to complete projects in a timely and cost-effective manner.

Ensure all protection system designs meet applicable company, local, state, and national codes and standards (NESC, FERC, NERC, NPCC, NYISO, ISO-NE, NY PSC, ME PUC, CT PUC, etc.).

Major Roles & Responsibilities

  • Personnel Management, Engineering Review, Process Management and Project Management
  • Review and approve work of engineering contractors who provide automation engineering and design services to ensure compliance with company standards, specifications, and contract requirements.
  • Develop specifications, processes, procedures, standards, contracts and purchase orders. Direct engineering contractors and consultants performing system automation & integration roles.
  • Maintain and update company processes as needed according to company practices while maintaining compliance with all regional and continent-wide standards.
  • Audit internal company processes and supporting evidentiary documentation as needed to verify company practices are meeting compliance requirements.
  • Management of department budgets.
  • Develop and provide clear and concise analysis reports to management depicting corrective actions and lessons learned when necessary.
  • Management of compliance programs applicable to substation assets.
  • Serve as mentor in the technical development of engineers and cross-department employees.
  • Represent the company on regional and national committees, also represent the company externally to NPCC, NERC and Auditors.
  • Communicate with and act as a company witness to state regulatory bodies.
  • Travel to worksites on an as needed basis.


Job Requirements

Education & Experience Required:
  • 5 years of relevant experience.
  • Bachelor's degree in Computer Engineering/Information Technology or equivalent experience in relevant industry.
  • Knowledge of FERC/NERC/NPCC and state regulations.
  • Subject matter expert (SME) or Compliance Lead experience with NERC regulatory requirements.
  • Audit experience in CIP and O&P audits.


Skills/Abilities:
  • Strong analytical, problem-solving, and interpersonal skills.
  • Excellent verbal and written communications skills with ability to take complex, legislative, regulatory, or technical requirements and explain in easy to understand manner.
  • Able to work independently, and exercise considerable judgment and decision-making supporting ongoing compliance processes and report failures of these processes.
  • Able to direct outside consultants on the technical / delivery requirements of evidence of compliance and evaluate their progress, providing remediation required and following through to ensure delivery.
  • Able to create and deliver training on standards, procedures, and processes.
  • Strong organizational and negotiation skills to establish agreements for meeting and exceeding compliance goals and deadlines.
  • Able to assess risks associated with cyber security vulnerabilities and develop mitigation plans
  • Able to manipulate data in excel and databases, create dashboards, and developing and maintaining workflows
  • Intimately familiar NERC CIP standards as they relate to BES facilities


Preferred Qualifications:
  • Prior supervisory experience.
  • Master's Degree in Information Technology.
