Background information:

Innovative Defense Technologies (IDT), provider of automated software testing, data analysis, and cybersecurity solutions for complex, mission-critical systems in the US Department of Defense (DOD), is seeking a Senior HR Specialist to be based in our Arlington office.

Overview:

As a Talent Development Senior Manager within our HR organization, you will play a pivotal role in leading, creating and delivering strategic enterprise level initiatives for the workforce.

The right candidate has a track record of leading, designing, and delivering professional development and employee engagement programs that span both technical/IT and leadership content. You will collaborate closely with HR senior leadership, department heads, and subject matter experts to identify and shape employee development needs, design effective solutions, and evaluate the success of training initiatives. Your expertise and vision in talent development, including competencies, learning and development, talent planning, and strong interpersonal and communication skills, will contribute to fostering a culture of continuous learning and employee growth. This senior management position offers a great opportunity to be hands on in the creation of talent development collateral, initiatives, and shape and drive the innovative direction of talent development as we continue to grow as a company.

Responsibilities Include:

  • Lead the talent development function with an eye towards growing what's already in place and developing new solutions to continue to support our growth.
  • Create vision and implement strategies to retain top talent and enhance employee satisfaction.
  • Develop competencies for our job families, create learning paths accordingly, and lead the effective adoption of competencies across the workforce.
  • Design and develop organizational effectiveness initiatives and interventions.
  • Program manager for learning and development efforts and collaborate with SMEs from across the company.
  • Create a strategy for talent planning and lead the team through execution.
  • Lead the design and development of curricula and learning initiatives to meet and exceed employee skill needs.
  • Proactively and routinely assesses training and development needs through surveys, interviews, focus groups, communication with managers, and other stakeholders and incorporates into training strategies.
  • Bring expertise and experience on talent development platforms, such as Cornerstone, to bear when developing, authoring and deploying training that engages learners through multiple mediums: on demand, virtual live learning and blended.
  • Evaluate program effectiveness through assessments, surveys, and feedback and brief out stakeholders.
  • Proactively share the latest advances in talent development.
  • Facilitate live virtual training and establish quality standards for facilitation.
  • Lead efforts to create communications and marketing strategies to increase employee engagement with Talent Development offerings.
  • Perform other related duties as required.
Minimum Required Qualifications:
  • Bachelors degree in Human Resources, Talent Development, Organizational Development, Training and Development, or a related field.
  • Proven track record of progressive responsibilities in the talent development field.
  • At least 15 years of experience in training and development.
Required skills:
  • Program management and track record of rolling out high visibility employee engagement initiatives at an Enterprise level
  • Deep experience in talent development with evidence of creating vision and leading Enterprise efforts to retain and develop talent
  • Strong understanding of organizational development principles
  • Highly skilled at designing, developing, and authoring courses in a talent development system, such as Cornerstone and working with content that might be outside of your own expertise
  • High proficiency with Microsoft Office Suite and related program software.
  • Experienced at creating/curating learning paths that align with employees' job family and career track
  • Experienced at developing competencies for job families, career levels, and linking them back to training opportunities
  • Strong analytical skills to assess talent development needs and devise effective recommendations
  • Highly skilled at communicating across different functional teams, executive leadership, providing options and recommendations
Preferred skills:
  • Relevant certifications in talent development key areas, such as learning design, development, evaluation, performance management, and talent planning (ex: Certified Professional in Learning and Performance)
  • Master's degree in related field
  • People leadership
  • Leadership coaching in context with organizational effectiveness initiatives
Competencies:
  • Consulting and/or influencing skills to shape and drive solutions into practical programs
  • Organizational culture savvy to align solutions with highest adoption rates from the workforce
  • Problem solving skills to provide the best solutions/answers in a timely fashion
  • Excellent verbal and written communication skills, especially when collaborating with stakeholders and senior leadership
  • Attention to detail with high level of accuracy and confidentiality
  • Initiative, reliability, teamwork and customer service orientation
  • Strong organization and planning skills
  • Excellent facilitation skills
  • Desire to build an HR Talent Development career
